Accessible Housing Guidelines

AB 413 will require the California Department of Housing & Community Development (HCD) to translate key state housing guidelines and handbooks into the non-English languages commonly spoken in California.

The California Department of Housing & Community Development (HCD) produces handbooks, guides, and other resources to make it easier for Californians to understand how to apply housing laws in their communities. These include explanations on how to use state laws to build ADUs and other types of new homes. Currently, these materials are only published in English.

AB 413 will require HCD to make its materials more accessible to a broader population of Californians by translating these resources into other languages spoken by a “substantial” number of California residents. By making it easier for more Californians to understand state housing law, AB 413 will help more  homeowners and builders expand our housing options, increase housing supply, and help many homeowners tap into the unrealized equity in their properties.
