Strengthening the Starter Home Revitalization Act

SB 1116 will streamline the construction of smaller, lower-cost “starter” homes for home ownership by making several improvements to existing state housing law.

SB 1116 enables more starter homes to be built by clarifying and strengthening the Starter Homes Revitalization Act. The bill increases design flexibility, updates the “urban infill” definition to align with current state law standards, adds new oversight and reporting requirements, and makes other technical clarifications.

The bill builds on California YIMBY’s earlier sponsored legislation, SB 684 (2023, Caballero), which fast-tracks the subdivision of urban lots into for-sale townhomes and condos, and SB 1123 (2024, Caballero), which expanded eligibility of these projects to single-family areas. The latest updates address limitations enacted by local jurisdictions that reduced the number of potential homes that could be built on these lots.
