Abstract

Against the backdrop of a statewide housing crisis, affordable and marketrate developers have seen increasing development costs, which can hinder the feasibility of new projects and contribute to affordability constraints. The rising cost of building housing is fueled by multiple factors, including land, capital costs, regulations, materials, and labor.
