AB 1851

This bill would allow faith-based organizations like churches and other places of worship to reduce or eliminate parking requirements when they seek to build affordable housing on land they own or lease. AB 1851 would also allow faith-based organizations to build housing on their parking lots, and would prohibit cities from requiring the replacement of those parking spaces.

Most cities in California have mandatory parking requirements, which increase the cost of building housing by an average of $30,000 per parking spot. These mandates create financial barriers for faith-based organizations and other non-profits that seek to build affordable housing, by driving up the cost per home.
