CEQA Streamlining for Infill Housing
SB 607 is intended to strengthen and refine provisions of the California Environmental Quality Act (CEQA) by re-focusing its protections on projects that harm the environment, while streamlining environmentally-beneficial projects such as urban infill housing.
Updates
- SB 607 was introduced on 2/20/25. It passed the Senate Environmental Quality Committee on 4/23/25 and the Senate Local Government Committee on 4/30/25. It passed the Senate Appropriations Committee on 5/23/25.
- According to a joint statement issued on 5/23/25 by Senate President Pro Tem Mike McGuire (D, SD 2) and bill author Sen. Scott Wiener (D, SD 11), “Over the coming weeks, we’ll be collaborating on final language for SB 607 which will then be embedded in the state budget.”
- Amended provisions of SB 607 were incorporated into SB 131, a budget trailer bill. On 6/30/25 SB 131 passed both the Assembly and Senate and was signed into law by Governor Gavin Newsom.
