The Building Homeownership for All Act

AB 595 will create more affordable homeownership opportunities for working families and communities of color by providing tax credits for the construction of for-sale homes affordable to Californians who earn moderate incomes.

Homeownership is a key tool for creating long-term housing, financial stability, and economic security. But California’s severe housing shortage has put home ownership out of reach for millions of Californians. Communities of color are disproportionately impacted by the supply crisis – African American and Latino homeownership rates are 26% and 19% lower than white Californians. 

In addition to the severe housing shortage, the high cost of land and materials in California makes all new homes – including smaller homes often sought by first-time homebuyers – extremely expensive to build, driving up asking prices for first-time home buyers. While the costs of homebuilding – such as materials and interest rates –  are difficult to control with legislation, the state can help give more middle-income families a pathway to affordable homeownership by supporting the construction of homes that restrict ownership to home buyers within a certain income band.
