Extension and Expansion of Game-Changing SB 35

“A huge win for workers, for affordable housing, and for the climate”

SACRAMENTO – Today, California Governor Gavin Newsom signed into law SB 423, landmark housing legislation that extends the state’s most successful affordable housing law. Authored by Sen. Scott Wiener (San Francisco), and co-sponsored by California YIMBY, SB 423 builds on Sen. Wiener’s 2017 bill, SB 35, by extending it to 2036, applying its provisions to more mixed-income housing projects, and including requirements that construction workers receive prevailing wages. 

“Governor Newsom has made it clear that he supports making it faster, easier, and less expensive to build affordable homes in our coastal cities,” said Brian Hanlon, CEO of California YIMBY. “With SB 423 now law, many more Californians from all walks of life will be able to afford to live – and thrive – in the Golden State .”

Since its passage in 2017, SB 35 has led to the production of over 18,000 affordable homes across the state. SB 423 ensures that affordable housing developers can continue to use the streamlining provisions of SB 35 for another decade, while modifying labor requirements to ensure that more homes may be built for everyone while paying workers middle-class wages and benefits, and expanding its provisions to coastal communities that were exempt from SB 35.
